Abinader admite que los homicidios han aumentado en un 60%

El presidente de la República, Luis Abinader, admitió que en comparación con 2021, en el pasado año aumentaron los homicidios por conflictos sociales, así como los robos de motocicletas y vehículos.
El presidente dijo que el 60% de los homicidios que se producen en la República Dominicana se deben a conflictos violentos entre ciudadanos.
Durante su discurso de rendición de cuentas, el mandatario indicó que el alza de la violencia no ha sido un fenómeno exclusivo de República Dominicana. Dijo que debido a los confinamientos por el Covid-19 en Estados Unidos como en países europeos ha incrementado la criminalidad, ¨pero en los últimos dos meses del año pasado y el primero de este, está comenzando a disminuir en nuestro país¨.
“En el renglón correspondiente a robos y atracos, los robos a motocicletas y vehículos han aumentado respecto del año 2021 un 19 y un 21%, respectivamente. Pero en lo referente a asaltos, arrebatos, hurtos y roturas la disminución respecto de 2021 es de un 4%, un 14%, un 9% y un 14% respectivamente”, admitió.
De acuerdo con el mandatario, en los últimos dos meses del año pasado y en enero de 2023, los incidentes violentos han estado disminuyendo en República Dominicana.
“El gobierno no es ajeno a la preocupación de los dominicanos ante el aumento desde el final de la pandemia de algunos de los delitos más graves, y está trabajando para revertir esta situación, pero si comparamos la incidencia criminal con la de hace 5 años, veremos que el nivel de delincuencia ha bajado un 11% y si comparamos con las cifras de hace 10 años, la caída es del 45%”,comparó, Abinader.
Reforma policial
El mandatario dijo que una de las principales prioridades de su gestión ha sido la reforma policial.
Indicó que el sistema de patrullaje por cuadrantes iniciado hace unos meses, y que ya se ha implementado en cuatro áreas de la capital, ha supuesto un descenso medio del 60% en los índices de delitos en las zonas afectadas y que para diciembre de 2023 este sistema será ampliado en el gran Santo Domingo, San Cristóbal y Santiago de los Caballeros.
Por otra parte, Abinader dijo que como parte de esta reforma se ha aumentado el salario mínimo de los policías a 26,000 pesos al mes. Mientras que se incrementarán de nuevo los salarios de los policías en otro 20% en el segundo trimestre de este año.
“Y en el último trimestre volverán a aumentarse hasta que todos los policías cobren un mínimo de US$500 dólares al mes”, indicó.
El presidente señaló que los policías cuentan con seguro de salud, bonos vivienda, transporte gratis en OMSA y el metro; acceso a becas estudiantiles, programas de formación continua y créditos familiares entre otros beneficios, incluido el inglés por inmersión para POLITUR.
Además, dijo que en 2022 el gobierno compró 672 vehículos, 785 motores y 346 juegos de cámaras para vehículos de vigilancia policial y equipos computacionales para 110 destacamentos e inició la construcción de 106 nuevos cuarteles y el remozamiento de otros 61.
También se han iniciado inventarios patrimoniales de la Policía Nacional que abarcan desde las piezas de vehículos de la flota hasta el registro de bienes inmuebles. También están en marcha la digitalización documental de la Institución, la mejora de las capacidades de interconexión de las comunicaciones y la modernización de la gestión de las nóminas.
En 2022 también se comenzaron a realizar, de forma sistemática, auditorías internas a la institución, tanto de carácter financiero como de control de procesos.
“Y el director de la Policía (mayor general Eduardo Alberto Then)ya ha solicitado una auditoría contable y financiera del año 2022 a la cámara de cuentas y la contraloría también hará la suya”, indicó.
Según Abinader, por primera vez, el país tiene estadísticas ¨confiables, rigurosas y continuas¨ basada en las denuncias, y que permiten que la Policía sepa cómo es la incidencia delictiva diaria y desplegar el patrullaje preventivo de la policía según los mapas de calor en tiempo real, que describen el fenómeno delincuencial en función de la posición georreferenciada, el día, la hora y el tipo de delito.
Además, la nueva estructura de denuncias presenciales y virtuales, con 37 nuevas oficinas de recepción abiertas en 2022, hasta alcanzar las 154, nos ha permitido gestionar más de 436,000 expedientes, casi un 19% más que en 2021.
En 2022 la DICRIM ha resuelto más de un 70% de los hechos delictivos en menos de una semana.
Preparación
El mandatario admitió que ¨No podemos cambiar en meses los problemas de 8 décadas. Yo sé y comprendo que los dominicanos quieren resultados inmediatos, pero la única manera de cambiar por completo el sistema es mediante la formación y la educación de la policía y eso toma tiempo y es lo único que garantiza la reforma¨.
En 2022 se graduaron 906 rasos y se espera que en este año se formen 3,000 nuevos miembros. Afirmó que ahora la formación de los policías pasa de 3 meses a 7 meses.
Además, se ha iniciado el proceso de formación continua con 1,400 cursos en dos años dirigidos a la totalidad de los policías en servicio.
A mediados de año se iniciarán los programas de formación de policía en los dos nuevos campus de Río San Juan y Boca Chica. Y se ha convenido con el Ministerio de Educación la puesta en marcha, a partir del próximo año escolar, del Bachillerato en Seguridad
