Manuel Jiménez: un buen servidor público

Algunos tígueres pueden aprovecharse de la ignorancia de gente buena y humilde para hacerla creer que es lo mismo hablar de gerencia privada y gestión pública, y que en ambas solo basta tener capacidades técnicas.
Por eso es importante que nos preparemos para evitar que el tigueraje disfrazado de capacidad confunda a la gente.
En el sector privado se administran bienes que tienen un dueño, y todos los resultados son para beneficiar a esa persona y/o a un grupo de socios. Lo demás, en el sector privado, es gasto.
En la gestión pública el dueño es el pueblo, la ciudadanía, y los resultados no buscan acumular más bienes en pocas manos, favorecer al patrón o jefe, sino mejorar las condiciones de vida del pueblo.
En países como el nuestro la principal virtud de un servidor público es ser honesto, no ser ladrón, delincuente, amigo de lo ajeno, mañoso o líder a costa de andar regalando lo que es público (así cualquiera es “bueno” en todo).
Otra ualidad indispensable para ser buen servidor público es estar enfocado en el trabajo, en el servicio, no en utilizar la institución para hacer negocios, favorecer a grupos cercanos o beneficiar intereses contrarios al bien común.
Es decir, un buen servidor público debe estar trabajando para el pueblo, no para sí mismo y sus allegados corporativos.
Una tercera característica de un buen servidor público es mostrar resultados concretos, medibles, verificables, pero tomando en cuenta el contexto histórico y de las fuerzas sociales, políticas, económicas del momento.
El tigueraje que muchas veces ni ha estudiado lo que es una política pública suele procurar que la población no recuerde los desastres del pasado ni los avances y oportunidades del presente. Su meta es confundir y asaltar lo público. Por eso no argumenta, no estudia, no busca datos. Vive de la pose, del bulto y la intriga.
Tomando en cuenta sólo estos tres criterios básicos, veamos por qué Manuel Jiménez entra en la categoría de buen servidor público en su ejercicio como alcalde (como diputado fue uno de los más productivos y exitosos de la historia reciente, sin andar regalando el dinero ajeno ni asociándose con mafiosos).
HONESTIDAD Y TRANSPARENCIA
Manuel Jiménez es un buen servidor público porque los procesos de compra, asignación de obras y licitaciones los ha hecho de manera transparente, honesta, frente a las cámaras de televisión, sin que se registre una sola falta a la ley y a las normas del buen uso del dinero público.
La Dirección General de Compras y Contrataciones Públicas ha felicitado a la alcaldía de Manuel Jiménez por su desempeño efectivo y transparente.
Manuel Jiménez es un buen servidor público porque en vez de endeudar al Ayuntamiento y a la ciudad, en vez de reducir las capacidades del gobierno local, las ha aumentado extraordinariamente: casi un 200% en aumento de los ingresos propios; un 400% más unidades de vehículos; 100% de aumento al salario de los obreros de calle; seguro médico y de vida para todo el personal (el tigueraje dejó cientos de obreros sin ninguna protección social); cero (sí, 0) préstamos tomados en casi tres años de gestión (la ciudad todavía está pagando los RD$400 millones que el tigueraje tomó prestado para un plan de limpieza que solo sirvió para generarle beneficios a los mismos de siempre).
Son otros que se hacen llamar “gerentes”, no Manuel, quienes tienen cuentas con la justicia por mal uso de los fondos públicos o por asociarse al tigueraje de siempre.

TRABAJO Y SERVICIO
Manuel Jiménez es un buen servidor público, porque está concentrado 100% a su labor. Llega a las 8:00 a.m. en punto a subir la bandera y liderar la jornada de trabajo. Los fines de semana supervisa personalmente todas las acciones clave del cabildo en los territorios.
Nodedica un solo minuto a hacer negocios personales con compañeros u otros funcionarios; no vende los permisos municipales para instalar bombas de combustibles u otras estructuras de alto riesgo; no se asocia con las empresas de la recogida de basura para recibir ganancias en fundas de dinero sucio; no “se la busca” arrabalizando los espacios públicos con vallas de publicidad ilegales y contaminantes; ni se coge las áreas verdes en alianza con otros funcionarios y empresarios de la construcción.
Manuel Jiménez se ha dedicado completamente a servirle a la ciudad en momentos de gran adversidad nacional e internacional. Nadie lo ha visto por ahí forzando para coger una cámara donde no le corresponde, alimentando diatribas con ataques personales, financiando actos políticos con dinero público o dándoselas de filántropo con lo ajeno.
Los que han hecho y hacen todo lo anterior y más son otros, y ven al alcalde Manuel Jiménez como un obstáculo para sus intereses ¿Los conoces?
RESULTADOS MEDIBLES Y VERIFICABLES
Manuel Jiménez es un buen servidor público porque a la fecha su gestión puede mostrar resultados concretos en las 25 competencias propias y compartidas que le asigna la ley de Municipios en su artículo 19. Claro, la evaluación, en numerosos casos, debe hacerse tomando en cuenta que la gestión de Jiménez ha tenido que comenzar de cero, porque a ese nivel estaba prácticamente toda la ciudad (al tigueraje no le gusta estudiar los contextos).
En Santo Domingo Este todas las plazas de valor histórico y cultural han sido rescatadas (Duarte, Sánchez, Mella, Los Palmeros, Monumento a la Caña…), y otras han sido construidas (Plaza Caamaño, Hilda Gatreux…).
Los cementerios y mercados han sido organizados y reciben atención permanente. Ninguna gestión había atendido y mejorado el cementerio Cristo Salvador como la de Manuel Jiménez.
El Ayuntamiento instaló un sistema de ruta y frecuencia que ha rescatado y da mantenimiento a 130 parques, y sumando. Se construyen nuevos parques y plazas, pero se le pone fin a la vieja costumbre de construir para buscarse dinero y olvidarse de dar mantenimiento a lo ya existente.
Miles de vallas ilegales y construcciones que ocupaban el espacio público han sido desmontadas. La San Vicente, la Mella, la marginal de las Américas y otras vías ya no son lugares para poner vallas ilegales haciendo negocios sucios desde el cabildo. ¿Se acuerdan de las decenas de negocios de lavadero de vehículos que por años el tigueraje permitió en la avenida Estados Unidos, al lado del Faro a Colón? El alcalde Manuel Jiménez los desmontó, y devolvió la avenida al pueblo, porque no llegó para hacer negocios sucios permitiendo el desorden.
Después de la pandemia, ningún otro municipio ha desarrollado unos Juegos Deportivos como los de Santo Domingo Este en 2022. ¿O sí? ¿Cuál? Ninguno.
Tampoco otro municipio ha desarrollado una agenda de promoción de la cultura y los valores patrios nacionales como lo ha hecho la gestión del alcalde Manuel Jiménez: Festival Folklórico Internacional Fradique Lizardo, escuelas de música para niños de sectores populares, creación de la plataforma Chencha espacio abierto, escuela de diseño y alta costura Martín Polanco, celebración popular de las fiestas patrias, creación y promoción de una propuesta de identidad con el nombre de La Trinitaria, y mucho más.
En la circunscripción 1, entre Las Américas, el parque Los Tres Ojos y la Avenida España, el alcalde y el presidente Luis Abinader impulsan la creación de un polígono turístico y cultural, que va muy avanzado.
En la gestión de grandes proyectos junto al Gobierno central, fue el alcalde Manuel Jiménez quien llevó al gobierno del presidente Luis Abinader la propuesta de remozamiento del malecón de la Avenida España (en curso), la intervención del Cachón de la Rubia (pronto inicia), la ampliación de la Fernández Dominguez y otras avenidas (en curso), la construcción, pronto, del nuevo mercado municipal, entre otras.
En gestión de residuos sólidos Manuel Jiménez está construyendo una solución seria y definitiva, no haciendo negocios para beneficiarse él y su entorno, como ocurría antes y algunos pretendían que volviera a ocurrir. En pocos días llega la flotilla de 29 camiones y vehículos de carga para dar el servicio que la circunscripción 1 exige y merece (adquiridos con recursos propios, en licitación pública y sin hacer negocios sucios con nadie).
Los resultados no caben en este artículo, porque son muchos, concretos y medibles.
El tigueraje que solo se acerca a la política para hacer negocios no puede ver uno solo, porque ni siquiera es capaz de comprender la importancia de rescatar las plazas históricas o promover la cultura.
Pero lo importante es que la ciudadanía sí podrá medir y luego hacer comparaciones entre el tigueraje de siempre y la honestidad, la laboriosidad, los resultados de Manuel Jiménez, quien, más que un gerente defensor de los recursos privados de una empresa o grupo, es un buen servidor público.
