¿Por qué Leonel no merece volver a gobernar? 1 de 3

El Partido Revolucionario Moderno (PRM), conocido anteriormente como el Partido Revolucionario Dominicano (PRD), tiene acorralado al líder de la oposición, Leonel Fernández. En ninguna encuesta ha logrado superar a Luis Abinader, actual presidente de la República. Incluso las encuestas más optimistas lo sitúan a más de 5 puntos por debajo del primer lugar, lo que evidencia una clara preferencia del pueblo a favor del actual presidente.
La historia dominicana nos muestra que durante cada período de gobierno del PRD, el país retrocede al menos una década. Los niveles de vida de los ciudadanos disminuyen, la economía enfrenta dificultades y la deuda externa crece de manera exponencial.
Si bien los gobiernos de Leonel tuvieron más aciertos que errores, la comunicación política del leonelismo parece estar acorralada por un PRM que se ha presentado como la mayor bendición para los dominicanos.
Leonel llegó al poder por primera vez en 1996, cuando en República Dominicana el uso de computadoras aún era considerado algo remoto y solo se veía en películas. Inició una revolución tecnológica al proporcionar computadoras a los maestros y establecer la importación de computadoras con tasa cero. Además, creó centros tecnológicos comunitarios para alfabetizar digitalmente a todos los dominicanos. Rompió con la deserción escolar causada por el hambre, implementando el programa de desayuno escolar y posteriormente el de merienda escolar, hasta cubrir las necesidades de los estudiantes en términos de libros, zapatos y uniformes. Además, triplicó el salario de los maestros, creó el premio del mérito escolar y estableció el programa de becas nacionales e internacionales, brindando oportunidades a los jóvenes que nunca imaginaron tener.
También modernizó la emisión de pasaportes. Antes de su gobierno, obtener un acta de nacimiento podía tardar hasta 15 días, pero él logró reducir el tiempo de entrega a solo un día. Obtener una licencia de conducir solía ser una odisea burocrática, pero durante su gobierno se modernizó el proceso, haciéndolo más rápido y cómodo. En general, modernizó los servicios estatales. En cuanto a los derechos humanos, el país estaba en una lista negra debido a las torturas en los destacamentos policiales, pero gracias a la estrategia de fiscales en dichos destacamentos, se logró avanzar en materia de derechos humanos.
En cuanto a infraestructura, el país fue llenado de carreteras en todas las direcciones, y en la capital se construyeron túneles y elevados que transformaron la apariencia del Gran Santo Domingo. En general, este gobierno mejoró la calidad de vida de los dominicanos, generando una cantidad récord de empleos y manteniendo el crecimiento económico más alto de América Latina.
La sombra que se le atribuye a ese primer gobierno es la ley de capitalización de las empresas estatales, que no fue aprobada como el presidente la presentó, sino que fue modificada por 29 senadores de la oposición, en contra de uno solo que respondía al presidente.
El primer gobierno del PRD, que ahora es conocido como PRM, se caracterizó por el alto costo de vida, una gestión económica errática y una corrupción descontrolada que llevó al presidente a quitarse la vida por temor a ser sometido a la justicia debido a la ola de saqueo de sus funcionarios del partido.
En cuanto al segundo gobierno, estuvo marcado por violaciones a los derechos humanos, como el caso de Tony Seval y los banqueros Héctor Méndez. Sin embargo, su mayor infamia fue la masacre de abril de 1984, cuando cientos de personas fueron asesinadas en las calles mientras protestaban contra la hambruna causada por un gobierno que triplicó el precio de los alimentos y aumentó el desempleo.
Este segundo presidente, que gobernó el país en el período 1982-1986, es el único ex presidente condenado a 20 años de prisión por corrupción. Durante estos dos primeros gobiernos del PRD, la deuda externa se multiplicó, y algunos economistas de la época afirmaban que el endeudamiento de estos dos gobiernos del PRD superó la deuda acumulada en los 100 años anteriores a la llegada del partido blanco.
Es sorprendente ver cómo el partido que prácticamente devastó al país en sus dos primeros gobiernos completos está ganando la batalla mediática contra Leonel Fernández. Un partido como la Fuerza del Pueblo, que no ha sabido defender con orgullo la historia de su primer gobierno y que se ha dejado acorralar mediáticamente, no merece volver al poder. Mientras el relato político siga siendo dominado por el PRM y la Fuerza del Pueblo no tenga el valor de confrontar su historia en el gobierno, pueden estar seguros de que Luis Abinader se impondrá en primera vuelta.
En los próximos días, haremos comparaciones entre los últimos 8 años de gobierno de Leonel y los gobiernos de Hipólito y el actual gobierno de Luis Abinader.
