¿Puede una dirigente comunitaria aspirar a regidora?

Cuando me dirigía bajo un aguacero a mi trabajo me paró una persona que respeto mucho y me propuso algo que me habían planteado 11 personas de manera separada en los últimos 18 días de este mes. Me pidió que aspirara a regidora y como buena ciudadana no le dije que sí, pero mucho menos que no.

En este artículo responderé a todas las personas que me han pedido aspirar a concejal del Ayuntamiento de Santo Domingo Este.

Nací en la Grúa, vivo en el Perla y amo mi municipio de manera especial, pero eso no es excusa para aspirar a una posición de tanta responsabilidad, como es ser la representante más cercana de mi comunidad ante en el cabildo de mi ciudad.

Soy secretaria de la junta de vecinos de mi sector, sin aspirar a dicha posición; recuerdo como ahora aquel día que fueron buscando a mi pareja para una reunión de una organización de ese tipo que se iba a formar, él no podía ir, pero me mandó a mí.  En una sesión relámpago quedé en el segundo cargo de más compromiso de mi vecindario y desde ese día  he desempeñado con pasión  una posición que no busqué.

Aunque desde siempre me he involucrado en buscar soluciones a los problemas de mi sector, nunca pensé en llevar título de comunitaria.

Con relación al trabajo de regidora, no  es algo que se llega por aclamación del vecindario, se trata de una acción más técnica, de mayor vocación política  y de una responsabilidad cívica que no estoy segura de cumplir en ese momento.

No basta con conocer de memoria el artículo 19 de la ley 176-07 o saber interpretar cada palabra escrita desde el articulo 46 al 59, ni siquiera basta ceñirse a los deberes que están en el artículo 61 de la mencionada ley.

El cargo de regidor va más allá de conocer los más de 370 artículos que tiene la ley que rige el Distrito Nacional y los municipios.

El regidor debe tener el olfato político de saber cuándo conviene para el municipio la paz con la administración y cuándo es sano para la ciudad interpelar a la administración.

Un regidor es el guardián designado por la comunidad para legislar en su mini gobierno a favor del desarrollo de ésta, un regidor no es alguien que le dice a la administración todo que sí, pero mucho menos es un necio que use su cargo para obstaculizar el desarrollo de su ciudad.

En Santo Domingo Este hay buenos regidores y de mi parte solo me queda como ciudadana pedirles que hagan mejor lo que están haciendo bien y los nuevos aspirantes que traten de ser mejores que sus antecesores.

A mis amigos y mis vecinos del Perla y la Grúa, les respondo sencillamente que una dirigente comunitaria sí puede aspirar a regidora y a cualquier otra posición, nada se lo impide.

Pero, en nuestro caso particular,  también les digo que no estoy aspirando a ser regidora en el 2024 y si preguntan sobre mi futuro en el 2028, les diré:   ´´Tal vez no, posiblemente sí, el caso es que no descarto nada, porque en esta vida cualquier cosa  puede pasar´´
