La evolución del picapica (1de 2)
El picapica es un personaje que surgió dentro de la política clientelar durante los 12 años de gobierno de Balaguer, conocido por sus famosas botellas. Esta práctica continuó creciendo discretamente en los gobiernos del PRD y durante los 10 años posteriores de Balaguer. En esta última etapa, los presidentes de la Cámara de Diputados, utilizaron el clientelismo de manera sutil y oculta para fortalecer sus grupos dentro del Partido de la Liberación Dominicana, una organización que se fundó en oposición al clientelismo político y al nepotismo.
Durante los gobiernos de Balaguer, los llamados picapicas se encargaban de insultar a los funcionarios del gobierno que no les otorgaban favores en cada inauguración o evento público presidencial. A aquellos funcionarios que cedían al chantaje y les proporcionaban facilidades económicas, los picapicas los elogiaban gritando «Ese sí es bueno».
En el primer gobierno del PLD, el presidente Leonel Fernández delegó en el poderoso secretario de la presidencia, la relación entre el partido y el gobierno. De manera pragmática, el secretario de estado fue otorgando los mejores cargos gubernamentales a aquellos que le juraban lealtad, lo que fortaleció su grupo mediante coacciones.
En un intento de erradicar las botellas (personas que cobran sin trabajar), el presidente Fernández creó en 1996 el Programa de Empleos Mínimos Eventuales (PEME), dirigido por un miembro destacado del grupo poderoso de la presidencia. Lo cual provocó que ese programa se convirtiera en una estructura clientelar utilizada para vencer a Jaime David en la contienda interna de 1999.
La enfermedad clientelar que se pretendía erradicar con el PEME se agravó, y resurgieron los llamados Picapica durante cada inauguración presidencial de Fernández, mencionando el nombre del director del PEME. Esos personajes pintorescos gritaban «Ese sí es bueno».
Durante el gobierno 2000-2004, los Picapicas con trajes formales fueron fortalecidos , otorgando privilegios a banqueros y distribuyendo dinero del pueblo entre importadores y parásitos de cuellos blancos. Esto les permitió ganar las elecciones legislativas y municipales del 2002 a base de papeletazos.
La introducción del voto preferencial aumentó el canibalismo interno dentro de los partidos y llevó a la creación del término «logística», referente al dinero que recibían los presidentes de comités para movilizar votantes el día de las elecciones.
En las elecciones municipales y legislativas del 2006, los aspirantes a diputados que ingresaron a los partidos con dinero ganado en actividades no del todo santas aumentaron exponencialmente el clientelismo, y la tarifa de los picapicas también se incrementó. Los candidatos a diputados con poca experiencia fueron engañados por los picapicas, quienes presentaban listas de 200 votantes y recibían dinero para movilizar a esas personas imaginarias.
En el año 2010, todos los picapicas se presentaban como supuestos dirigentes comunitarios. Sin embargo, al ser conocido que nadie podía movilizar 200 personas por sí solo, inventaron la figura del coordinador y ofrecían al candidato una lista de 10 coordinadores que supuestamente movilizarían a 200 personas imaginarias, cuando en realidad ni siquiera podían movilizar a esos 10 coordinadores.
En ese mismo año, surgieron los picapicas más peligrosos y perjudiciales de todos los tiempos, aquellos que además de ser precandidatos a regidores, también actuaban como picapicas. Estos individuos presentaban listas de 200 coordinadores que supuestamente movilizaban a 3000 votantes. Algunos de ellos incluso desviaban medicamentos y alimentos lacteos destinados a enfermos y ancianos para su propia campaña electoral. Cuando perdían las elecciones internas, culpaban a los precandidatos a diputados, alcaldes o senadores que ellos succionaron económicamente , cuando en realidad los traicionados fueron esos precandidatos a diputados y alcaldes que no vieron los votos que supuestamente le iba a dar ese coordinador.
Tras perder en las elecciones internas, estos picapicas difamaban públicamente a los precandidatos que habían apoyado previamente y luego buscaban otra víctima, acusando falsamente a sus anteriores protectores de traición, cuando en realidad eran ellos quienes se apropiaban del dinero destinado a movilizar a los votantes.
En la próxima entrega, abordaremos el tema de los picapicas de saco y corbata, su evolución como parásitos del sistema electoral y la nueva modalidad de picapicas comunicadores que surgieron a partir de la campaña del 2016 con un enfoque de sicariato mediático alarmante.
