¿Por qué Dío premió al director de aseo de Manuel Jiménez?

El alcalde Dió Astacio premió al director de aseo del ex alcalde Manuel Jiménez, Edwin Martínez, como nuevo director de arbitrio del ayuntamiento de Santo Domingo Este, por su extraordinaria labor gerencial de los últimos dos años.

La sorpresiva decisión de ascender a un hombre de confianza del alcalde Jiménez es una muestra de que el trabajo de Martínez en la dirección de aseo ha sido beneficioso para los objetivos estratégicos del actual alcalde, quien al parecer luce complacido con la eficiencia del fiel dirigente político. El ascenso de Martínez confunde aún más a quienes vieron el sometimiento de una  urgencia en aseo; sin embargo, desde el punto de vista de algunos estrategas políticos, el nombramiento de Martínez fue una excelente decisión que marcará el camino al éxito de la gestión de Astacio.

Santo Domingo Este, una ciudad donde en los últimos dos años la basura estuvo controlada, solo tuvo dos crisis. La primera fue de dos días, el 30 de septiembre y 1 de octubre de 2023, cuando se formaron algunos vertederos alrededor de las escuelas de Santo Domingo Este. La segunda crisis ocurrió entre el 22 y el 24 del presente mes de abril de 2024, en la que el director de aseo admitió que los obreros estaban desanimados por la incertidumbre del cambio de mando municipal. Aparte de esas dos pequeñas crisis, solo hubo quejas del Mercado de los Mina que, en el último año, vio disminuir la calidad en el aseo, pero según fuentes, la culpa fue de un conflicto en esa plaza que escapa de la responsabilidad de Martínez.

Estamos seguros de que Edwin Martínez, un hombre pragmático y de extraordinarias luces con objetivos alineados a la mentalidad del nuevo alcalde, hará un gran trabajo en la dirección de arbitrio. Con la llegada del licenciado Edwin Martínez a la dirección, se evidencia que el pastor Dió Astacio está decidido a rodearse de personal que tenga la misma visión que él sobre el rol del funcionario público y el manejo del Estado.

Sin lugar a dudas, hay muchas más razones que llevaron al alcalde Dió Astacio a dar ese merecido premio al talentoso y capacitado Edwin Martínez.

Estamos seguros de que el nuevo alcalde hará una buena gestión, ya que encontró un ayuntamiento con más de 90 millones de pesos en el banco, herencia de una administración que redujo sustancialmente la deuda del 2020 en más del 60%, sin la carga de pagar el palacio municipal, porque Manuel se encargó de saldarlo, con su partido en el poder, un concejo de regidores que le aprobó una declaración de urgencia en tiempo normal por 280 millones de pesos. Además, el saneamiento de las finanzas heredadas de la administración anterior le abre la puerta para obtener un crédito alto que permita satisfacer nuevas conquistas para el concejo de regidores.

Lo más importante es que para el presupuesto del 2025, el ayuntamiento recibirá el doble de ingresos por parte del Estado, ya que se aplicarán los datos del censo, dado que la asignación presupuestaria es directamente proporcional a la población. Con todos estos ingresos, habrá fondos para una buena gestión y para nuevas conquistas económicas a favor de regidores y funcionarios que sacrificarán su tiempo por el municipio en los próximos 4 años.
